Basically, anything up to and including 1963 had to be registered and renewed for the copyright to continue after 1991*. Anything including and after 1964 carrying a notice did not have to be registered or renewed for the copyright to endure the full 95 years.

* This also applies to works published later that carry a 1963 or earlier copyright notice.
